In the other part of the letter where you wrote about the local police taking away your belongings and violating your rights - I could not understand it clearly. When, where, and what exactly has happened? If you were arrested, were you explained why by police officers, were you allowed access to a lawyer or ability to make a phone call to the Embassy? If a police officer took away your expired British passport from you, did you receive information why so and when will you be able to get the passport back? Is the expired UK passport now with you, or is still held by somebody else? We take all allegations of mistreatment very seriously, so I hope to hear more information from you about your engagement with the police in order to understand situation better and offer you a correct advice, and support you in raising official complaints to the authorities, would you want to.
Then, about the issue that you are currently not able to receive your UK pension to your local CKB bank account. I do not have full information about it either, yet I understand that you were not allowed to withdraw money from your account at CKB bank until you present a valid identity document. That is why I focused my earlier email on the process how to apply for a new standard UK passport, which, if I understood correctly, should help you resolve the issue and give access to your bank account. You do not have to hold a UK passport, would you not like to. CKB should advise you of other acceptable identity documents for the purpose. Perhaps it can be a Montenegrin residency permit, since it is also an official identity document with a photo, or some other foreign passport you have a right to hold and might be easier or more desired for you to apply for. If there are additional obstacles for your rightful pension to reach you, could you, please, explain that to me? I am open to look for a solution together with you, L&G and CKB, which would hopefully satisfy all parties and allow you to enjoy your pension again.

I hope this email finds you well. I have been writing to you several times this year in response to your emails and a hard copy letter, wishing to understand better issues you want to bring to our attention, to be able to help you to the best of our abilities, within the consular mandate.
I understand that you have difficulty to collect money from your bank account without a valid identity document, since your UK passport has expired.
You could replace the expired passport with a new one by applying for it online. All step by step instructions are available at this webpage: Overseas British passport applications - GOV.UK (www.gov.uk)
The application process requires applicants to fill in their personal information, upload a digital photo and pay 94 pounds online for a new adult passport. If you would have any questions about the process, there is a specialised Passport Adviceline you could ask for guidance and support: +44 (0) 300 330 0901 The process lasts several weeks until new passport gets produced in the UK and sent directly to applicant’s current home overseas by a reliable courier service.
If I recall well, you have tried to apply for an Emergency Travel Document last year, but the application had to be abandoned and closed after several unsuccessful attempts to collect payment from you, unfortunately.
The Emergency Travel Document is a handy document which enables British nationals to travel back to UK or to another country of their residence when their standard UK passport is unavailable. If you are currently in an urgent need to travel out of Montenegro, it is a good option since it can be faster than application for a standard passport, but it is meant for a single journey only and is not available for issuing as identity document without a justifiable need for travel. Therefore, I’d suggest trying out with the standard passport application, unless you have a need to travel very soon.
The UK Legal Insurance Society has contacted us to ask whether the Embassy could receive your pension and pass it over to you. Unfortunately, we cannot receive a personal payment to our account, and would like to help you to overcome issues that are preventing you to receive money directly through your own bank account in Montenegro.
